From 18th to 20th of January 2011 the SCINNOPOLI partners have organized their 5th project meeting in Rennes/Brittany.
The Transfer workshop for Brittany took place with participation of Mrs. Annie Castel as representative of the regional government. In this meeting the SWOT analyses of Brittany's current monitoring system was discussed as well as possible next steps for improvement with integration of methodologies and approaches of SCINNOPOLI partners' Good Practices. The final decision on transfer of Good Practices is expected for February. Bretagne Innovation has already defined a group of indicators for the annual observatory based on inputs from partner regions.
The second Transfer Workshop in Rennes – organized by the regional government of Navarra – was dealing with the design of the new fourth Technology Plan (TP) for Navarra with stronger focus on result/activity indicators beside macroeconomic indicators and input/output indicators. Partners discussed in an intensive way how monitoring methodologies and tools applied in the partner regions can be integrated in the TP design.
In the review session of the Regional Action Plans (RAP) and the Regional Project Status (RPS) every region presented its current situation, gained interim results so far and next steps by using a standardized structure. In the project meeting the lead partner Lower Austria and Component 3 coordinator IWT Flanders informed and discussed with the partners about updated INTERREG IVC documents, the procedure for the 2nd progress report and about the project interim achievements so far in comparison to the project objectives. Already 16 Staff Exchanges among the partners are carried out or scheduled reflecting the intensive exchange within SCINNOPOLI.
The first SCINNOPOLI newsletter is finished and the SCINNOPOLI website has now more than 500 visits per month which demonstrates its function as working tool for SCINNOPOLI partners and interesting source of information for external visitors.
During the four days in Rennes several bilateral meetings and staff exchanges between the partners took place in addition to the project meeting. The feedback from participants about their learning curve and increased own knowledge of innovation policy monitoring through all these meetings was very high and will facilitate the RAP development.

4th Project Meeting 15th – 17th November 2010, Poznan
From 15th to 17th of November 2010 the SCINNOPOLI partners have organized their 4th project meeting in Poznan/Wielkpolska with a very tight agenda:
On the first day a Steering Committee took place with participation from the fast track representative Luisa Sanches from DG regio. Main topics of this meeting was the submitted progress report as well as the second one, the Festival d´Ìnnovazione in Bari in December and the Regional Project Plans including the intensive exchange of knowledge for the transfer purpose of Good Practices by staff exchanges and further bilateral meetings.
The partners from Wielkopolska and West Transdanubia, have presented their SWOT analyses of the current monitoring system of their regional innovation policy. In deep discussions with the partners ideas for further improvement were elaborated and opportunities identified how to use or import Good Practices from the SCINNOPOLI Partners. These results will directly integrated into the RAP, the Regional Action Plan. The current status of the Regional Project Stati were reviewed and the structure of the SCINNOPOLI Guidebook discussed.
During the three days several bilateral meetings between the partners took place. Also representatives of the Republic of Serbia have participated in these bilateral meetings as a SCINNOPOLI twinning region.
The next SCINNOPOLI meeting is scheduled in Rennes from 18th to 20th/21st January 2011, including transfer workshops for Bretagne and Navarra, RAP reviews and bilateral meetings/smaller working groups, as well as a project coordination meeting.

3rd Project Meeting22nd – 24th September 2010, Kiel
From 22nd to 24th of September 2010 the SCINNOPOLI partners have organised their 3rd project meeting in Kiel with a very tight agenda: several Good Practices in monitoring regional innovation policy were presented and discussed within 4 training sessions, including some practical exercises.
The partners from Lower Austria and Schlewig-Holstein have presented in two transfer workshops their SWOT analyses of the current monitoring system of their regional innovation policy. All partners have jointly elaborated first ideas, how to improve the current monitoring activities in the two regions and which Good Practices from the SCINNOPOLI pool could be imported.
On the second day of the meeting the RAPs were reviewed. Lower Austria and Flanders gave a deeper insight in their RAP, while the other partners just presented a short overview. Again the partners decided to concentrate more on additional bilateral or multilateral staff exchanges to gain sufficient in-depht insight in the GP which are planned to be imported in the own region.
The next SCINNOPOLI meeting, including a Steering Committee meeting as well as the Interim Conference is scheduled in Wielkopolska from 15th to 17th November 2010 including transfer workshops for Nyugat-Dunantul and Wielkopolska, completed by further RAP reviews.
The 5th SCINNOPOLI Meeting is scheduled in Bretagne from 18th until 20th of January 2011. Planned are transfer workshops for Bretagne and Navarra, RAP reviews and bilateral meetings/smaller working groups, as well as a project coordination meeting. The draft agenda will be available end of December 2010.

2nd Project Meeting
including Steering Committee / Fast Track Meeting 22nd to 24th June 2010 / Brussels
From 22nd to 24th of June 2010 the SCINNOPOLI partners have organised their 2nd project meeting in Brussels with a very tight agenda: several Good Practices in monitoring regional innovation policy were presented and discussed within 3 training sessions, including some practical exercises.
The partners from Puglia and Flanders have presented in two transfer workshops their SWOT analyses of the current monitoring system of their regional innovation policy.
All partners have jointly elaborated first ideas, how to improve the current monitoring activities in the two regions and which Good Practices from the SCINNOPOLI pool could be imported.
The first Steering Committee meeting together with the Fast Track Committee meeting was also held in Brussels with representatives from INTERREG IVC JTS in Lille and the European Commission, DG Enterprise. All participants agreed that SCINNOPOLI is on the right track to match its very ambitious objectives. From next semester on additional bilateral or multilateral staff exchanges will complete the interregional collaboration among the partners in order to gain sufficient in-depth insight in the offered GPs as substantial input for the concept development of the own Regional Action Plan.
The next SCINNOPOLI meeting is already scheduled in Schleswig-Holstein from 22nd to 24th September 2010 with further training sessions GPs, related to the Balanced Scorecard Methodology, and transfer workshops for Schleswig-Holstein and Lower Austria, completed by first reviews of the current status of partners' Regional Action Plans.
Probably on 15th/17th of November the SCINNOPOLI interim conference on monitoring regional innovation policy will be hosted by Wielkopolska in combination with a regional conference on Wielkopolska's innovation strategy. The draft agenda will be available end of September 2010.

Successful launch of the EU project SCINNOPOLI – SCanning INNOvation POlicy Impact
From the 15th to 17th March 2010 the SCINNOPOLI Kick off meeting was held in Schlosshotel Mauerbach (Lower Austria). The partners from 9 regions (from 8 EU countries) are Lower Austria (lead partner, AT), Flanders (C3 coordinator, BE), Schleswig-Holstein (DE), Nyugat Dunantul (HU), Bretagne (FR), Puglia (IT), Provence-Alpes-Côte d'Azur (FR), Wielkopolska (PL) and Navarra (ES). The kick off meeting in Mauerbach marked the successful start to this project and gave the participants the opportunity to meet each other in a relaxed atmosphere, to present their Good Practices and to define a common approach. The strategy will be the continuous monitoring, evaluation and impact assessment of regional innovation policies.
The next meeting of SCINNOPOLI partners will take place in June 2010 in Brussels. The program will be the first analyzes of the existing impact studies. The SCINNOPOLI website www.scinnopoli.eu with more information about the project will be online in the beginning of May.
